Following the war with Ukraine, the crisis between Moscow and the European Union, and consequently the member states of the North Atlantic Treaty Organization, has reached its peak, while the Russian government's foreign policy has been redefined in establishing relations and interactions with other countries and nations after the end of the Cold War. This aspect of Russian foreign policy has been faced with uncertainties since the dissolution of the Soviet Union in 1991, with the multi-year war with Ukraine being the main reason for this claim. The aim of the present article is to examine the explanation of Russian foreign policy in attacking Ukraine from the perspective of Heisenberg's uncertainty theory. The research method used was a descriptive-analytical method using the uncertainty approach because the basis of futures research, which was the main purpose of the articulation of this research, is uncertainty. The question of the present article is: What uncertainties does Russia's foreign policy face in attacking Ukraine? The results show that Russia has viewed the actions of Western powers, such as NATO's expansion into Russia's near abroad, Ukraine's accession to the European Union, and Western support for democratic movements around it, as a strategic threat to its containment and has reacted to it. This reaction and the emergence of a multi-year war demonstrate the uncertainty in Russian foreign policy with the pattern of post-Cold War de-escalation in the field of diplomacy and have had consequences in regional equations and the balance of power.
