This article is of practical type and has been done in a descriptive contextual-case type (because it is not generalizable to other countries) and with a mixed approach (quantitative and qualitative analysis). The time domain is the collection of data required for the research of the last years and its location is the training and research centers of the Armed Forces such as the Higher National Defense University, Davos Aja, the Faculty of International Relations of the Ministry of Foreign Affairs, Shahid Sayad Shirazi Information Training Center. According to the research findings, it can be concluded that the first and most important way to reduce or neutralize the negative effects of the presence of regional countries present in the Republic of Azerbaijan, expand diplomatic relations and clarify the strategy of the Islamic Republic of Iran towards neighbors and After that, there is building trust among them. In the next step, strengthening the naval power of the Islamic Republic of Iran in the Caspian Sea and the extensive and powerful presence of ground and air forces, especially air defense in the northwestern borders of the country to neutralize the negative effects of this presence on national security of the Islamic Republic of Iran نوشتار حاضر، مطالعه‌ای اکتشافی در جهت دستیابی به تبیین آثار امنیتی مترتب بر امنیت ملی ج.ا.ایران ناشی از حضور کشورهای منطقه-ای همچون ترکیه، عربستان، رژیم صهیونیستی در ج.آذربایجان و ارائه راهکار مناسب برای مقابله با آن است. این مقاله از نوع کاربردی است و به روش توصیفی از نوع زمینه‌ای- موردی (زیرا تعمیم پذیر به سایر کشورها نمی‌باشد) و با رویکرد آمیخته (تحلیل کمی و کیفی) انجام شده است. قلمرو زمانی گردآوری داده‌های مورد نیاز تحقیق 10 سال اخیر بوده و قلمرو مکانی آن نیز مراکز آموزشی و تحقیقاتی نیروهای مسلح از قبیل دانشگاه عالی دفاع ملی، دافوس آجا، دانشکده روابط بین الملل وزارت امور خارجه، مرکز آموزش اطلاعات شهید صیاد شیرازی بوده است. می‌توان با توجه به یافته‌های تحقیق استنتاج نمود که اولین و مهم‌ترین راه کار برای کاهش یا خنثی سازی آثار منفی حضور کشورهای منطقه‎ای و حاضر در جمهوری آذربایجان، گسترش ارتباطات دیپلماتیک و شفاف سازی راهبرد جمهوری اسلامی ایران در قبال همسایگان و بعد از آن، اعتماد سازی در میان آنان می‌باشد. در گام بعدی تقویت قدرت دریایی جمهوری اسلامی ایران در دریای خزر و حضور گسترده و پر قدرت نیروهای زمینی، هوایی و خصوصاً پدافند هوایی در مرزهای شمال غربی کشور برای خنثی سازی آثار منفی این حضور بر امنیت ملی جمهوری اسلامی ایران، مورد تاکید است.
